The Federal Government on Wednesday launched a high‑level, 90‑day effort to map the nation’s security risks and translate that picture into a five‑year defense plan.
Secretary to the Government of the Federation (SGF) George Akume, inaugurated a Presidential Committee on National Threat Assessment and Five‑Year Strategic Defence Operations Plan and charged its members to work with “the highest degree of professionalism, objectivity, urgency and patriotism.”
The panel has until the end of the 90‑day window to deliver its findings and recommendations to President Bola Tinubu, SGF Akume said.
The committee’s mandate is to produce an “objective understanding” of present and emerging threats, why they matter and how they might evolve — and then convert that analysis into concrete force, equipment, infrastructure and capability requirements, the SGF said.
The five‑year plan is expected to be a rolling document, subject to annual review to reflect shifting threats, technological advances and lessons from operations in the field.
“Contemporary security challenges have become increasingly interconnected and adaptive, capable of exploiting gaps between institutions, jurisdictions and operational theatres,” Akume said, adding that Nigeria must move beyond episodic responses and build a system that anticipates challenges and sets clear priorities.
“We must establish a clear path from threat to objective, from objective to capability, from capability to resource, and from resource to measurable outcome,” he said.
The committee will be coordinated by Major General Adeyinka Famadewa (retd.), the President’s Special Adviser on Homeland Security, and includes senior figures from the defence and intelligence establishment: National Security Adviser Nuhu Ribadu, Defence Minister Christopher Musa, Chief of Defence Staff Olufemi Oluyede and the service chiefs, among others.
Famadewa said subcommittees would be formed to speed work and that members must treat the task as “a shared national responsibility.”
The resulting strategy is intended to set measurable outcomes and link operational responses to a common national threat picture.
