The Presidential Working Group on the National Policing Bill has submitted a draft National Policing Bill, 2026, along with 29 related amendment bills, to the Federal Ministry of Justice for legislative review.
The step moves the country closer to a dual federal-state policing structure.
Femi Gbajabiamila, President Bola Tinubu’s chief of staff and chairman of the working group said in a statement that the submission was made on October 19 to Attorney-General of the Federation and Minister of Justice and is intended to ensure that the proposed laws meet legislative drafting standards and do not conflict with existing statutes,
He said the Ministry of Justice is expected to return the validated drafts by October 30.
The working group will then conduct a final review before presenting the bills to President Tinubu, completing its mandate and clearing the way for transmission to the National Assembly.
The proposed National Policing Bill seeks to create the constitutional and legislative framework for a two-tier policing system, comprising a Federal Police Service and State Police Services.
Its advancement follows ongoing consideration by State Houses of Assembly of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, 2026, which must be completed before the policing legislation can be transmitted to the National Assembly.
Gbajabiamila said the working group remains committed to a “rigorous and transparent” process aimed at producing a comprehensive legislative proposal for presidential consideration and subsequent parliamentary action.
