FG unveils two major initiatives to protect retirees against poverty, poor health

The Federal Government has announced two major intervention programmes—a free healthcare pilot and a minimum pension floor—aimed at shielding retirees from poverty and health-related hardship after years of service to the nation.

The initiatives, which focus on enhanced welfare packages and improved access to affordable healthcare, are designed to ensure that senior citizens live in dignity and are protected from economic vulnerability in retirement.

They are intended to address the twin risks of poverty and medical hardship in old age.

Director-General of PenCom Omolola Oloworaran said the measures would move pension reform “from reform to reality,” framing them as a response to retirees whose savings or pensions leave them unable to meet basic need

The announcement comes as PenCom seeks to broaden the  retirement safety net beyond regulatory changes and toward measurable welfare outcomes.

She said PenCom plans to unveil PenCare, which will give 30,000 eligible low-income retirees access to essential healthcare at no personal cost, and the Minimum Pension Guarantee, which will establish an income floor for qualifying retirees under the Contributory Pension Scheme.

She added that both initiatives are scheduled to take effect during National Pension Week, from October 26 to 30, 2026.

The minimum-pension measure is particularly consequential because it activates a safeguard that has existed in Nigeria’s pension law for more than a decade but has not previously taken practical effect.

The director-general also said the guarantee is designed to prevent retirees with the smallest accumulated savings from falling below a prescribed level of income.

She has also urged employers and state governments to improve compliance and expand coverage, especially among workers outside formal pension arrangements.

For now, the central questions are practical: who qualifies, how the healthcare benefit will be delivered, how the pension floor will be financed, and whether the initial 30,000-person PenCare rollout can expand beyond a pilot, she stated.

Those details will determine whether the initiatives deliver durable protection or remain largely symbolic.

“No Nigerian should retire into poverty. And no Nigerian should retire into ill health,” Oloworaran said, summarising the policy rationale.
