The Federal Government on Monday rolled out a mobile-learning initiative aimed at expanding access to professional development for teachers, with a particular focus on women.

The three-day Master Training Programme, which began in Abuja, is part of a broader Pan‑African effort led by the UNESCO International Institute for Capacity Building in Africa and the Pan‑African University.

Funded by the government of Japan, the programme will run from July 21 to July 23 and links to the Pan‑African Virtual and Electronic University (PAVEU) initiative, the government said.

In a statement, the Federal Ministry of Education said the programme—titled “Empowering Female Teachers and School Leaders through Integrating Mobile‑based Learning in the Pan‑African Virtual and Electronic University (PAVEU) Initiative”—targets teachers and school leaders in five countries: Algeria, Cameroon, Kenya, Nigeria and South Sudan.

The Ministry said the project was designed to overcome persistent barriers to in‑service training, including poor infrastructure, geographic isolation and time constraints.

“The initiative leverages mobile technology to overcome barriers such as time constraints, geographical limitations and inadequate infrastructure, enabling educators to access quality learning resources anytime and anywhere through a low‑data, offline‑friendly platform,” the statement said.

Director, Press and Public Relations, Boriowo Folasade, said the effort is part of Nigeria’s broader push to use digital reforms to raise teaching quality and learning outcomes.

The government has increased collaboration with international development partners in recent years to scale teacher training and to integrate technology into classrooms, Folasade added.

Representatives from UNESCO‑IICBA and the Pan‑African University were scheduled to lead sessions at the master training, which the ministry characterized as a step toward more flexible, technology‑driven continuous professional development for educators across the continent.
