A recent wide service redeployment by the Nigerian Army posted Major General Raymond Terungwa Utsaha as Commander of the Defence Headquarters (DHQ) Garrison in Abuja, a strategic formation responsible for running, securing and maintaining the military’s headquarters environment, including its personnel.
Army spokesperson Appolonia Anele in a statement said the reshuffle approved by the Chief of Army Staff, Lieutenant General Waidi Shaibu, is intended to strengthen operations, improve leadership alignment and boost national security as the service adapts to evolving threats, particularly in the North‑East and other hotspots.
The posting of General Utsaha to this visible and sensitive Garrison command at the heart of the nation’s capital marks the latest step in his career, which many of his colleagues describe as steady, professional and quietly influential. General Utsaha moved into the Garrison from the Army Headquarters’ Department of Army Standards and Evaluation, where he oversaw doctrine, training benchmarks and institutional performance.
The Benue-born General takes over from Major General A. M. Alechenu, who has been reassigned to the Nigerian Army Heritage and Future Centre.
A career operator and planner, Major General Utsaha’s rise has been consistent across both command and staff appointments. Available records indicate that he once served as Brigadier General and Deputy Director, Defence Operations at the Defence Headquarters before his promotion to Major General.
That milestone was formalised in a Nigerian Army Council release on 28 November 2025.
Military sources quoted at the time described General Utsaha’s elevation as recognition of “exceptional professionalism, strategic acumen and an unblemished service record.” General Utsaha’s résumé includes a mix of field and international experience.
He has commanded troops in Nigeria, served on United Nations missions – notably the UN Mission in Liberia – and held positions within UN peacekeeping headquarters. These postings, along with senior appointments at DHQ, further portray a career concentrated on operations, planning and the administration of military institutions.
General Utsaha hails from Guma local government area in Benue State, a key agricultural region of the ‘Food Basket’ State that in recent years has been marred by farmer‑herder conflict, violent attacks, displacement and insecurity that disrupted farming and forced many residents from their homes.
The General would later complete courses at the South African Army War College, the European Security and Defence College, Galilee International Management Institute, Harvard Kennedy School Massachusetts and several other trainings, reflecting an officer who has combined national service with international professional development. Major General Utsaha is an alumnus of the Nigerian Defence Academy’s Regular Course 44. His professional education extends beyond Nigeria.
Before beginning his military career at the Defence Academy in Kaduna, General Utsaha’s early education started at the Holy Gost Primary School Makurdi, later moving to Nativity Private School also in Makurdi – all controlled by the Missionary. He would graduate further with flying colours from the prestigious Mount Saint Gabriel’s Secondary School in Makurdi, Benue State. The General was admitted subsequently to study Medicine at the University of Jos, Plateau State, but left after his first year for military training in Kaduna instead.
The General would later complete courses at the South African Army War College, the European Security and Defence College, Galilee International Management Institute, Harvard Kennedy School Massachusetts and several other trainings, reflecting an officer who has combined national service with international professional development.
In Abuja and in Benue, General Utsaha’s elevation with the latest appointment has been received with approval by peers and community voices who cite discipline and steadiness as hallmarks of his leadership.
The DHQ Garrison post carries responsibilities that are both ceremonial and operational – from securing military headquarters to providing logistical and administrative support for senior defence functions, making it a key appointment for an officer charged with managing the interface between the Armed Forces and Abuja’s political and diplomatic environment.
The new commander arrives as the Nigerian Army faces complex internal and external challenges: ongoing counter‑insurgency operations, pressures on force readiness and the continuous imperative to modernise standards and training.
Nonetheless, General Utsaha’s background in standards, evaluation and planning positions him to prioritise institutional robustness and accountability within the Garrison’s remit. While his promotion and posting are the latest public milestones, General Utsaha’s steady trajectory- moving from operational roles into the upper echelons of defence administration, illustrates a broader personnel policy: promoting officers who blend field experience with institutional expertise to posts that require managerial competence and skillful navigation of Nigeria’s security landscape.
The General has been groomed for the new top job. Utsaha once served as commander of the 34 Artillery Brigade, headquartered at Obinze, Owerri, Imo State, before handing over in March 2022. Thereafter, he became commander of the 32 Brigade in Akure, Ondo State.
More recently, General Utsaha assumed a senior staff and implementation role, leading an Army Headquarters committee for the establishment of the new 5 Division in Makurdi, Benue State, his home State. The strategic presidential approval by President Bola Tinubu expanded the Nigerian Army’s structure from eight to 12 divisions.
Utsaha remains a consummate Army General – distinguished by numerous medals including the Distinguished Service Star (DSS), Forces/Command Medal (CM), Field Command Medal (FCM), General Operations Medal (GOM), Passed Staff Course, Ghana psc(Gh), and Fellow of the Defence College (fcd) among others. He exemplifies character, poise, intelligence, brilliance, tact, and charisma, and above all, a profound reverence for God.
The Benue born-General is a recipient of the President and Commander-In-Chief prize for best all round-General Owoye Andrew Aziza prize for best research project in renewable energy and national development as well as the Brazilian government prize for best research project in science and technology.
As Commander, DHQ Garrison, Major General Utsaha now occupies a role that is both visible and pivotal. How he melds his background in standards and operations with the day‑to‑day demands of Garrison command will be closely watched by military colleagues, the presidency, Abuja’s top public and political office holders, and his community in Benue that views his rise with distinct local pride.
