The All Progressives Congress (APC) Presidential Campaign Council (PCC) has directed ministers, political appointees and members of the council to attend only campaign rallies organised in their respective home states ahead of the 2027 elections.
Abdulaziz Yari, Director-General of the APC Presidential Campaign Council, said in a circular that the move aims to ensure that campaign activities are “targeted, coordinated and effectively implemented.”
The directive comes as the party seeks to convert the president’s first-term record into support across states, wards and local government areas.
Under the plan, ministers and other appointees are expected to concentrate on grassroots mobilization in their polling units, wards and local government areas, in line with the campaign’s “pyramid concept.”
The approach is designed to build support from the ward level upward rather than rely solely on large, centrally organized rallies.
The council said in the circular that its rallies are intended to energize the APC’s base and communicate Tinubu’s achievements to voters.
Directorates without a specific role at a rally are to focus on executing their approved work plans and budgets.
The directive also applies to most members of the APC’s National Working Committee (NWC).
Except for the National Chairman, National Secretary, National
Women Leader, National Youth Leader and National Organizing Secretary, NWC members are to focus on party duties and mobilization in their states and geopolitical zones, while attending rallies in their home states.
The campaign council said it would use the rallies to raise the visibility of APC candidates seeking seats in state assemblies, the House of Representatives and the Senate.
Directors were told to ensure that officers in their directorates comply with the circular.
The instruction underscores the party’s broader strategy of executing a nationwide campaign without requiring President Tinubu’s presence at every event.
The President said earlier in October at the council’s inauguration that the demands of office would prevent him from touring the entire country, while the APC has scheduled rallies across all 36 states and the Federal Capital Territory (FCT).
The campaign formally began with a flag-off in Kaduna on October 24 and is scheduled to run through a closing rally in Lagos in January 2027.
